A cross-over between The Little Mermaid and TES V: Skyrim (Dragonborn expansion).
Ariel had to give up her voice to be part of the surface world. And Teldryn Sero, the finest tridentman in Atlantica, has to give up the opportunity of showing people his handsome face. 
At first, I wanted to feature the actual Ursula from the Disney movie, but Neloth sorta jumped into the picture (I guess he read one Black Book too many).
And I have no idea how Teldryn’s war paint stays on underwater. 
Actually, why would he wear war paint if he's ALWAYS WEARING THAT FRIGGIN HELM is more the question. That's why I headcanon them as tattoos. (But you know, that's just me.)
At any rate, this scenario you depicted would explain... well, "everything" is the wrong term - it explains this one thing. But considering he had me charmed before I ever saw his face, he's got this deal in the bag.
